Knecht proposed that Cloudflare and Starlink collaborate on rebuilding the foundational protocols that govern how data moves across the internet, specifically for low-Earth-orbit satellite networks.

## The Technical Problem

The internet's traffic-management rules were built for cables that stay in one place and deliver consistent round-trip times. Starlink works differently. Its satellites race across the sky in low orbit, constantly handing off users between spacecraft. Research on LEO networks has found that this creates abrupt shifts in round-trip time and packet losses that have nothing to do with actual congestion.

Congestion-control algorithms like CUBIC interpret those signals as network overload and throttle the connection accordingly. The result: Starlink can't fully utilize the bandwidth it's capable of delivering. A 2026 study presented at the IEEE Consumer Communications & Networking Conference found that current approaches still face tradeoffs between throughput, delay, and retransmissions on Starlink-like networks.

Cloudflare has spent years tuning TCP and QUIC performance across its global network, and maintains quiche, its open-source QUIC implementation. The company handles roughly 20% of all global internet request traffic, giving it visibility into how data actually moves across millions of paths. Starlink traffic passing through Cloudflare's network increased 2.3-fold during 2025.

## Why This Matters for AI

But throwing more capacity at the problem won't help if the underlying protocols misread LEO dynamics. A vehicle running local AI models for autonomous driving, for instance, isn't just pulling map tiles. It's potentially uploading high-definition spatial data and camera feeds while receiving continuous model updates and coordinating with other agents. That workload requires consistent, low-latency connectivity that today's congestion control wasn't designed to deliver over moving satellites.

SpaceX reported 12 million Starlink subscribers at the end of Q2, double the figure from a year earlier. Whether this proposal turns into a formal engineering effort remains to be seen.

The company says it's currently running improved algorithms on all free-tier QUIC traffic, with plans to expand to TCP and paid customers throughout 2026.
