The action follows a determination by a White House-convened interagency body that these devices pose unacceptable risks to national security.

The initial framing emphasized humanoid robots and quadrupeds. But the definition buried in the underlying national security determination is broader than the headlines suggest. According to the FCC's FAQ, a covered device is any mechanical mobile device capable of locomotion, obstacle avoidance, or navigation on the ground, that operates at a distance from a human operator, weighs more than 4.4 pounds including its dock, and contains both an environmental sensor and network connectivity of at least 200 kbps.

That description fits most full-size connected robot vacuums, robotic lawnmowers, sidewalk delivery bots, and warehouse logistics robots. Katie Gorscak, the FCC's media relations director, confirmed to The Verge that robot vacuums meet the definition.

## What It Actually Requires

The FCC isn't asking manufacturers to prove their devices are secure. The threshold for qualifying as domestic is set by the Buy American Act: an item must be manufactured in the U.S., and the cost of domestic components must exceed 65% of the cost of all components for goods delivered through 2028, rising to 75% from 2029.

Virtually no robot vacuum makers will clear that bar. Dreame and Roborock are Chinese. So are most of their competitors, and so are the contract manufacturers behind several Western-branded models. The same is true for the humanoid robot category, where Chinese firms shipped roughly 87 to 90 percent of the approximately 13,000 humanoids sold globally in 2025.

## The Production Reality

China has more than 140 domestic humanoid robot manufacturers and over 330 released models, according to the Ministry of Industry and Information Technology. Shanghai's AgiBot shipped more than 5,100 humanoid units in 2025. Unitree shipped more than 5,000. U.S. companies like Figure AI, Agility Robotics, and Tesla each shipped a few hundred or less.

The gap extends beyond volume. Chinese manufacturers have been reducing costs faster than overseas competitors. Unitree's G1 humanoid is priced from around $13,500. Building an equivalent robot in the U.S. costs three to four times more in components alone, according to industry analysts. The price competition that made Chinese consumer electronics dominant over the past two decades is now arriving in robotics.

## The Security Logic

The FCC's rationale treats robots as highly connected computers on wheels or legs. They carry cameras, microphones, wireless communications, cloud connectivity, and remote software update capabilities. A robot vacuum builds a floor plan, knows when rooms are empty, and uploads that picture to a server somewhere. From the perspective of U.S. regulators, those communications functions place advanced robots firmly within the cybersecurity landscape.

Senator Tom Cotton, sponsor of related legislation, has argued that advanced Chinese robotics contain backdoors enabling data exfiltration and risk remote hijacking. The concern is not theoretical for national security agencies watching Chinese-made drones, routers, and now robots proliferate in American homes and infrastructure.

But there is an awkward asymmetry. The FCC is not concerned about the robot vacuums already doing exactly that in millions of American homes. Existing models retain authorization. The restriction applies only to new models going forward.

## The Bigger Pattern

This is the third category Washington has moved against in less than a year. Foreign-made drones were placed on the Covered List in December. Foreign-made consumer routers followed in March. The mechanism is now predictable: existing products stay on the market, new models require authorization that foreign manufacturers generally cannot obtain, and product lines stop refreshing.

The practical effect is a slow squeeze rather than a shock. Nothing disappears from shelves immediately. A category built on annual iteration simply starts aging in place.

## What Comes Next

The policy logic points toward a future where robot production is local on a country-by-country basis. If the U.S. considers foreign-made robots an unacceptable security risk, other countries will eventually reach similar conclusions. The European Union has already signaled interest in supply chain controls for connected devices. Japan and South Korea have their own domestic robotics priorities.

This fragmentation will likely breed regionally distinct robots. Cultural preferences, regulatory requirements, and manufacturing constraints will shape divergent designs. For American consumers, the near-term impact is limited. Your current robot vacuum continues to work. Models already approved for sale remain available. But the next generation of robot vacuums from Roborock or Ecovacs may never arrive. The same goes for the next generation of Chinese humanoids that currently outship their American competitors by an order of magnitude.

For American robotics companies, the policy creates a protected domestic market precisely when they need it most. Tesla is converting its Fremont production line from Model S and Model X vehicles to Optimus robots. Figure AI has deployed robots at BMW's Spartanburg plant for real factory work. Whether U.S. companies can scale production fast enough to meet demand that Chinese imports would otherwise satisfy remains the central question.

China's foreign ministry has called the restrictions an overstretch of national security concepts. Morgan Stanley analysts note the ban will not materially slow China's humanoid development, given the size of its domestic manufacturing base and opportunities in other export markets. The decoupling, in other words, may hurt American consumers more than Chinese manufacturers.
